It is included in admission. You can walk around it on the streets surrounding it but the grounds are reserved for admission. Well worth it and you can spend as much time as you like.

I did not see elevators, but the history center itself had a ramp to enter and is a modern building that should be handicap accessible. On the main floor is the gift shop, theatre, cafe and various exhibits. They have a golf cart style to shuttle to the palace and other houses, which are not handicap accessible. I could only tour the main floors in each and the grounds.

Hello. We have ample free parking available in two locations: 1) at the North Carolina History Center, where you can purchase tickets and ride a shuttle (weather permitting) to the Palace's main gate; 2) on Eden Street, which is one block away from the Waystation ticket office.

Are dogs allowed at the palace or at the gardens?

They aren't. When we were in the gift shop someone came in with their dog & they were told that no dogs (other than service animals) were allowed.
