You can recognize Byzantium as Eastern Roman Empire without recognizing the transmission of Western Roman Empire's regalia in 476 back to them. I do worry, however, how this decision in particular would interact with the "Carolingian borders" one.

I reached a point as the Roman Emperor where I pretty much had to start handing out kingdoms, because there were no more duchies to create, and I had 150 or so vassal dukes.
